The GC Powerlist 2023 was published by The Legal 500 – a prestigious international organization specialising in analysing and ranking law practitioners and legal experts in many countries worldwide. This year, the GC Powerlist Vietnam 2023 honour outstanding legal experts in Vietnam, marking international recognition for General Counsels (GCs) and heads of legal departments. 

The “GC Powerlist Vietnam 2023” event took place at the end of 2023, brings together many experts in the legal field, creating opportunities to connect, exchange ideas, experiences, and share their achievements; as well as providing a forum where legal experts present and discuss innovations and challenges in the legal industry.  

To be ranked on the GC Powerlist Vietnam 2023, Ms. Kim Dzung has passed many strict evaluation criteria of The Legal 500 including: professional knowledge, management capacity, vision, strategy, level of influence, value of contribution, as well as personal achievements. 

Ms. Kim Dzung Nguyen – Director, Legal and Government Affairs of BUV at GC Powerlist Vietnam 2023 event

Ms. Nguyen Kim Dzung is an active member of the Law Composing Panel of the MOET Vietnam. Her substantial contributions are the refinement of regulations surrounding private education investment, a contribution that has been formally integrated into both the 2019 Education Law and the 2018 Higher Education Law, both of which have successfully secured the approval of the Vietnam National Assembly. For that contribution, Ms. Kim Dzung received the Merit Award of the Minister of Education and training in 2019. 

At BUV, Ms. Kim Dzung provides legal advice about the strategic development orientation of the Board of Directors, managing and developing internal legal policies and procedures. The legal team is also conducting legal research to ensure the company is up to date with the latest legal changes. For business operations activities, the team keeps assisting with drafting, negotiating, and vetting contracts, legal documents, and agreements and asks for recommendations to mitigate risks. 

In an interview about the initiatives that help improve the working process of the legal team, especially in education & training, Ms. Kim Dzung said: “One of the impactful initiatives that helps both businesses and our in-house legal team in mitigating their workload while significantly reducing costs is a proposal submitted to the Ministry of Education and Training. This proposal targets the reduction of sub-licenses granted for foreign language training activities. The primary aim of this initiative is to foster a more conducive environment for the expedited growth of foreign language training centres within the industry. Notably, this endeavour extends its benefits beyond our legal team and organisation, as it also serves to alleviate the burdensome licensing procedures for other enterprises operating within the education sector.”
